As we know, compared with AST and SSS, it's undeniable that DEM's Wizards are more trained and well equiped than AST and SSS. However, their methods used to achieve their goal really questionable.
As revealed in Miku Lily arc, several member (including Jessica) that transferred into AST have privileges from higher ups (JGSDF) to act on their own without have to follow order from AST. However, when they are prepare for capture Tohka, they also intend to capture Shido as part of the "ceremony to greet their dearest enemy".
So, what do you guys think? Are all of DEM's Wizards operates just like PMCs/mercenaries? Personally, I think all of them acting like that of sorts (see my comment in Wizard page). Especially when you see their actions in Tengu City reminds you with a certain infamous incident caused by a certain infamous PMC in real life.
